In order to give full play of the role of social charity organizations, assist Cambodia government in drug control and rehabilitation, and simultaneously reduce the social harm caused by drug addicts, the Chairman of the AEAFAPF, Oknha CHAO YUNTER led the foundation delegation to visit the National Authority for Combating Drugs (NACD) of Cambodia and gave advice on the "ASEAN Phnom Penh Drug Rehabilitation Center" construction plan. Oknha CHAO YUNTER stated that the purpose of the ASEAN East Asia Friendship and Peace Foundation is charity, peace, and friendship, focus on three major social welfare which is drug rehabilitation, natural disasters relief, and public health incident assistance. The foundation has three functions of public, private and investment. The main source of funds is charity donations from the international community, with Cambodia as the center, and other ASEAN countries providing collaborative assistance.
AEAFAPF carries out a long-term close cooperation with NACD to jointly establish the "ASEAN-Phnom Penh Drug Rehabilitation Center". According to the project proposal, the Drug Rehabilitation Center will be able to accommodate about 3,000 drug addicts for detoxification and rehabilitation. The construction project includes development and production center of hemp Cannabidiol (CBD) treatment and a special training plan for management in the Drug Rehabilitation Center. 16 million US dollars will be invested in the first phase of the project, which will be mainly raised by AEAFAPF from the international community. According to the project development plan, the process model of the "ASEAN-Phnom Penh Drug Rehabilitation Center" can be gradually replicated and promoted to other ASEAN countries to benefit regional society.
General Chuon Sovann, Vice Chairman of NCAD welcomed the visit of the AEAFAPF on behalf of chairman of NACD Ke Kim Yan on August. Chuon Sovann expressed his gratitude and welcome AEAFAPF to submit the Project Plan of “ASEAN Phnom Penh Drug Rehabilitation Center. He said that NACD will support and cooperate with AEAFAPF to participate in the national drug control cause.
Chuon Sovann also gave key instructions on the construction plan of the "ASEAN-Phnom Penh Drug Rehabilitation Center":First, the investment of the “ASEAN-Phnom Penh Drug Rehabilitation Center” is relatively large. When the project completes, it must be ensured that it can maintain normal operation and available for sustainable development; Second, in reference to the national drug control experience and the current operating status of the existing drug rehabilitation center, government agrees to allocate more than 90 hectares of national concession land for project construction in Pursat Province; Third, the skills training of drug addicts will be included in the main work of the drug rehabilitation center to ensure drug addicts will return to society with survival skills to avoid secondary social harm.
